AirVPN proxy block

Hi there,

I'm a user from Germany and I'm not able to contribute to de.wikipedia because of a blocked IP range (mine in the moment is 185.156.174.115 and the blocked range according to Wikipedia is 185.156.174.0/24). I want this range, and, in fact, all AirVPN's IP ranges, unblocked at least for all users who are logged in. I can't see the reason why everyone who is being privacy- and security-orientated and therefore using a VPN for their connection should be locked out of editing even if they are logged in ... @Marilyn.hanson: Hi! There is currently no global block for this IP or range. If you are still having problems to edit this may be due to one of the local blocks applied on a few projects. thanks for your answer! Unfortunately, today I tried again editing an de.wikipedia while logged in on Wikipedia and using AirVPN and got a very similar blocking notification (in German):

@MarcoAurelio: Not really! “Administradores” is a translation for “sysops” or “administrators”. The proper translation is... none. We use the word “stewards”.

Welcome, can you say something over there? A lack of activity reports, (responding to calls for it after 12 days and preparing that for over a fortnight), sitting on a complaint for months (as it seem to be), not acknowledging other complaints........The activities of the last year's committee don't instill any confidence to a lot many. @Winged Blades of Godric: I understand the concerns and totally agree that OC should have been more responsive. I assure you that this is something that most (if not all) members of OC are aware and willing to address for the next term. Even though I have my opinion, I am not sure if individual statements would help too much. I don't want to run the risk of saying something that doesn't express the opinion of the commission. We are identifying our internal problems has been a while and working on them with WMF in order to better respond to community needs. You may want to open the discussion about the reports on other spaces, so we can take the suggestions to OC members and WMF to see how we can improve them without violating privacy policy of course.

Let's make a rolling count. 2017, 1st half, is the start-span and we are bothered about cases received in 2017 only (we are not concerned about cases received in 2015 or 2016 or 2018) and when they get solved.
You received 21 cases in 2017 1st half, of which 8 were pending. We move to 2nd half, 2017. You received 15 fresh cases; of which 5 were pending. You also resolved the 8 from the previous half. So net pending = 5 only. We move to 2018 1st half. You close 2 cases from 2017. So, you have 3 pending in hand. We move to 2018 2nd half. No case from 2017 were closed.
So, we still have 3 pending cases from 2017 in hand and your reports does not mention them closed. What am I missing? Winged Blades of Godric (talk) 14:48, 8 February 2019 (UTC)Reply
Now, you mention closing 2 cases from 2017 during 2018 2nd sem (which will do some minimal justice to the activity-levels). But why does the corresponding report fails to mention any stuff about 2017? Also, that still leaves one case from 2017 as unsolved, yet.   • Can you give a table that mentions the number of cases that were recieved in each month (starting 2017 1st sem) and when did they got solved? For example (hypothetical):- Cases A, B and C were reported in 2017 Jan. A was solved in Feb 2017. B in Nov 2017 and C in May 2018. Cases D and E were reported in Feb. Both were solved in April 2017. And, go on like that.......
@Winged Blades of Godric: There is no open case from 2017. I will double triple check the table to see if there is something wrong with it. I will send these concerns to other members. If that is a demand of broad community, it’s my opinion that OC should prepare a report about what happened last year and how we are organizing ourselves to avoid any possible issue. Last year was my first one as an OC member and I am far from considering myself experienced on that position, so I am not comfortable to talk about without checking with others. We have to be careful for not exposing cases too much. I have to remind you that there is usually a low level of activity on the group. Well, let's see whether this is a demand of broad community:-
I've sent the Commission an email requesting clarity and a public statement, if possible.-Steward Arjaddatz writes over en-wiki about the OC's making any statement over Alex's alleged abuse of tools.
I've also made an onwiki inquiry on Meta.I agree a public statement from the OC and/or WMF would be appropriate.-Ex--steward and en-wiki sysop Rschen554 raises the same query about whether the OC has got anything to say over Alex's case.
Katie, an en-wiki arbitrator (and a co-signatory to the OC-complaint) notes that the case request was filed in August'18 and that they have not updated us on the status of the investigation nor have they given us a time frame for completion.
Rschen writes that It is disturbing that they have not given an update in several months. I think that is completely unacceptable on their end. I have started a more pointed inquiry on Meta
SQL, another en-wiki admin notes This is not a surprise to me. I made a report back in November to the OC, and had to ask in December if it had even been received. I still have not heard back since the acknowledgement.
TRM, an ex-admin and bureaucrat notes that Ombudsmen usually issue statements about significant cases, rather than stay silent (perpetually). This would be a good opportunity for the "Ombudsman" to speak to the community.
Drmies, an admin and ex-arb agrees with TRM and wishes that the Ombudsman/woman/men would be more present. He provides some evidence about the fact that the OC did work; at-least in the far past.
TRM brands the OC to be a mythical creature and notes that if the "Ombudsman" has any substance (indeed, I'm not even clear if they exist, I have my own concerns [see below] which may need to be addressed, but I doubt this "Ombudsman" even has any credence), then they will release a statement and cover this issue properly.
Beeblebrox, an ex-arbitrator and sysop notes that I can also see the source of TRM's skepticism as apparently the OC forgot to tell anyone what they'd been up to for the entirety of last year. Now that all this is going down they are "working on it".
Arjaddatz agrees that the OC lacks responsiveness.
Rschen notes that from what I've seen (both onwiki and during my steward term) they don't seem to be responsive, and when they are responsive they sometimes make some odd pronouncements. I remember that a large number of CUs/stewards on checkuser-l sharply disagreed with the findings of one case that happened when I was on the list.
Beeblebrox notes that they usually at least issue activity reports every six months, which they have failed to do at all for 2018. These reports are very basic and I can't see how, given their usual caseload, it would take more than hour to get them done, yet despite repeated requests for them they've not been done.
BuRob13; a sysop and a current arbitrator agrees with Beeblebrox's above comments and notes it to be a substantial problem.
Galahad, a newly inducted OC member writes I can only say that the commission is still investigating this case. Per the change of members, the case take more time for resolution.
Arjaddatz wonders about why the previous group didn't respond within five months.
Beeblebrox mentions about Galahad's comment sounding like the previous group've done nothing and left it for the new guys. He remarks it to be not encouraging.
Beblebrox further goes on to write about the important questions (that) are raised by this situation, like is it normal for issues to take six months to be dealt with, is the staff aware of these long delays.
You post the activity report over Meta.
Rschen writes that the activity report for the second half of 2018 was just released, and it is quite concerning:Only 2 cases were closed, and 12 cases are still open. What happened?
Thryduulf, an ex-arb and an admin raises a question about the statistics over the OC-report t/p.
Swarm, an admin writes that These revelations about the apparent ineffectiveness of the OC are arguably more concerning than Alex's violations! It looks like TRM's statements about the commission not even existing are not simply exaggerated rhetoric.
Opabinia Regalis, a sitting arb, writes over ARC that I do feel like a bit of a chump now for having said at the time that surely the ombudsmen wouldn't take too long....
Rschen writes over ARC that the OC really dropped the ball here.

Pray tell me; how many more requests would assist you (and other members) in understanding the bare-bones fact that the community is hardly any satisfied with your last year's performance-card?
You seem to be pretty sure about no case, being open from 2017 but the data ton't tally. That means we are hardly able to trust on your reports either which does not bear any well for a body, suffering from a trust-deficit.
I understand that there are privacy and confidentiality implications but I don't see about how they are remotely affected by the statistics that I seek. Obviously, I also understand that it's your second year at the committee and the derived conservative-ness but accountability is a core value; that can't be afforded to be spared with.
And, I thus hope that you play an active role in engaging with fellow members to issue a meaningful joint-statement about what happened last year and what did you learn from it.
Also, please answer my questions about Billinghurst being not substituted by KRD. I also note in passing that an ex-member has noted that some members were perpetually inactive and that the group-dynamics nearly collapsed. Winged Blades of Godric (talk) 08:47, 10 February 2019 (UTC)Reply
@Winged Blades of Godric: I am not sure if I can or should answer all of your questions. What I can say is that - more than anyone - OC members know that the whole group needs to improve and we are working on it. I have a large respect for those that left and once helped the group to work and build its procedures. I won't run the risk of saying anything to damage their image or throw an user to the lions. OC members are not chosen by community and those that are responsible for chosing them are aware of who is active or not. So, I don't think it is helpful to come out with names. The OC is a pretty important role. By practically refusing to investigate cases you're pretty much sending the message to all CUs that they can set their own rules and ignore the privacy policy (and we both know that there are some wikis that have very little oversight of CU). I don't talk on behalf of OC, but it is safe to say that everyone is interested on improving our work. Hello. I'm (obviously) not on it now, but I did some editing yesterday on en:wiki from ‎2a01:4c8:102c:dda3:9503:10c1:3055:a0a5 then found it was blocked by you along with all of 2A01:4C8:0:0:0:0:0:0/32

I must confess I don't really know how these rangeblocks work, and I can't see what the abuse was that led you to make the block. I assume that it was not my editing since I haven't done anything even faintly illegitimate? Could you please confirm that? It just felt a bit consequential, even if it is not! :)

Unlock name. Black list.

Greetings. Can I unlock a name? In 2013, there was a conflict of interest. The article was added to the text and pictures of the author. The author has mostly esoteric and spiritual themes. Over the years, there have been links to the media. Or do I need to create this in a blacklist discussion? It is possible that in 2013 the articles were more advertising, but over the years everything has changed. Does it make sense for me to create this topic in the blacklist discussions, since Someone may consider that the articles were advertising or was spam? @Teles: Thank you, it appears to have been fixed. Could you please explain what happened? I also thought registered users were not affected by IP blocks... There still appears to be something amiss, though, as twinkle now doesn't work correctly for me. It does what I ask it to, but it continues to provide the following warning after completion (and the window won't close): "Your deletion rationale is provided below, which you can copy and paste into a new XFD dialog if you wish to try again". @PK650: Someone else was using many IP addresses close to yours for negative actions, and I had to block the range. Thus, you were affected. However, I should had set it only for not logged in users. By mistake, I set it for logged in users too and it ended by affecting also accounts using that range. Sorry about that. @Billinghurst: hey! I am doing okay! This whole situation affected a lot my career as doctor besides all other social aspects. Sometime before the pandemic was a reality in Brazil, I started working on a intensive care unit. Later, it was isolated to receive only COVID patients. So, everything is new and it’s been a challenge to have new set of experiences. Fortunately, this unit was shut down last week as we don’t have enough COVID patients and it’s not needed anymore. Back to surgery patients!
As for my personal health, I have spondylitis, so I use infliximabe, which reduces my immunity capacity and it was something I had to consider while deciding where to work. However, I have never felt better in my life. Not a single COVID symptom for me or my family. So, despite the social damage this disease is bringing to Brazil (to the world, but specially to Brazil), I don’t think I have tue right to complain.

It's been in the news how tough it's been in (UK) hospitals and it's obviously been tough everywhere. It's commendable you chose to do what you did it really is.

Bloqueio Global

O @Érico: me pediu para enviar uma mensagem a você sobre um pedido de bloqueio global que está acontecendo na Wiki EN a respeito da minha conta, aqui.

Basicamente, fui acusado de Hoax e tive alguns artigos deletados por que as minhas fontes eram "falsas". No entanto, não pratiquei Hoax, porque todos os artigos que eu criei foram embasados em livros e mencionados nos artigos, como esse aqui.

Outros artigos, como este, além dos livros tinham também fontes referenciadas, como essa lei que apelidou uma rua em seu nome, podendo ser conferida aqui.

Eu não tive sequer chance de me justificar, fui bloqueado infinitamente na Wiki EN e ainda pediram meu bloqueio global dois minutos depois!

Minha boa-fé se baseia, principalmente, porque quando eu percebi que os artigos estavam sendo questionados, eu mesmo pedi suas eliminações, como pode ser conferido aqui

Se você olhar na página do pedido de bloqueio global, ele está pedindo o bloqueio por eu ser um sockpuppet, mas eu não sou um sockpuppet e fui perdoado daquelas acusações imputadas a muito tempo.

Além disso, criei outros diversos artigos que sequer foram banidos, USANDO AS MESMAS FONTES, como Nera, Bardo, Giovanni, e muitos outros.

Fui banido permanentemente da wiki en com a razão de "claramente não estar aqui para contribuir em uma enciclopédia", porém isso não é verdade, eu só criei e expandi os artigos em questão, incluindo este, porque na página de discussão as pessoas estavam pedindo a expansão do artigo, conforme pode se conferir aqui.

Na wiki pt eu patrulho páginas novas, fui responsável por propor a deleção muitos vandalismos, e responsável por criar, dentre outras, o artigo a repeito do tiroteio na Carolina do Norte, que pode ser visto aqui

Por favor, por empatia, peço que me ajude a não ser bloqueado globalmente, e ser desbloqueado na wiki en! Houve uma GRANDE confusão, e eu estou sofrendo uma grande injustiça.

Are you sure? They were spamming across at least three different editions of Wikipedia (English, Urdu, Arabic), and four other projects (English Wikiversity and Wikinews, MediaWiki, Wikispecies). Hello, thanks for all your work. I know you are doing an immense job already (and I will reach out to another steward if you can't do this), but I would appreciate it if you skimmed the filter 72 log starting with July 13 over the course of the next couple weeks again—assuming you are now using the marklocked script, it should be easy to notice the unlocked accounts, and the vast majority are not false positives. They are pretty painful to report at SRG, as duplicates aren't that easy to spot (and some accounts might be CU-confirmable socks of another reported one), and due to the high backlog there, reports often take multiple days to be handled (it also seems that verifying abuse log entries is more time-consuming than locking from the full filter log, since it involves checking each account's log individually). Thanks a lot. I did notice that the activity seemingly increased too, though my first thought was that this might have been related to the absence of underlying IP blocks while you were away. I guess this is a very hard mission to do alone (and I'm not familiar with any stewards as well as to know if anybody else would be willing to help), so this might suggest that we really need more stewards—or some kind of (semi-)automation for dealing with abuse filters. ~~~~

How we will see unregistered users

You get this message because you are an admin on a Wikimedia wiki.

When someone edits a Wikimedia wiki without being logged in today, we show their IP address. As you may already know, we will not be able to do this in the future. This is a decision by the Wikimedia Foundation Legal department, because norms and regulations for privacy online have changed.

Instead of the IP we will show a masked identity. You as an admin will still be able to access the IP. There will also be a new user right for those who need to see the full IPs of unregistered users to fight vandalism, harassment and spam without being admins. Patrollers will also see part of the IP even without this user right. We are also working on better tools to help.

Global block for IP

Teles, hi. I would like to ask you if it is feasible to apply a global block to IPs in the ranges 181.174.x.x, 181.175.x.x, 191.116.x.x and 191.119.x.x due to the constant creation of accounts to vandalize associated with an LTA. Obviously the blocking should be only for anonymous users so as not to affect users who edit in good faith. It is a request that is complex, but due to the constant vandalism detected from those IPs, it is the last resort to take. @Aroblesm, hello. I don't use to block any range unless there's a very well documented list of IP involved, so we can check if those are the actual required range, if others measures have been tried. How did you get to those ranges, if you contacted any local checkuser before to try local block, if the damage is really global, local or language related are also questions that firstly come to my mind. The IP ranges have been extracted from a long follow-up of the Fernando 2020b LTA, which uses them to create accounts to continue vandalizing. Obviously there are many but they all fall into the indicated ranges. My study in this regard is due to the particularity of the IP editions with the accounts created from them. At the time, some IPs were reviewed by checkuser giving positive results for the HabiaUnaVezUnConejo LTA, puppet of Fernando 2020b. In the Wikipedia that I usually edit, they don't usually block the IPs for a long time, which after the deadline they vandalize again. That is why I make the request if something can be done, because the vandalism is so great that I find it is the last instance. I need the help of a specialized Wikimedia Commons User, YOU!
I uploaded a photo (File:ΚΩΝ.ΝΤΑΝΗΣ ΓΔ ΟΑ, ΤΙΜ.ΧΡΙΣΤΟΔΟΥΛΟΥ ΠΡΟΕΔΡΟΣ ΟΑ & ΣΗΦΗΣ ΜΙΓΑΔΗΣ ΙΠΤΑΜΕΝΟΣ ΧΕΙΡ.ΟΑ.jpg) and to my surprise, I discovered that the photo name from the two out of the three names in the photo are erroneous. Would therefore kindly ask you to delete it completely.
When I find the missing two names and verify them, only then I shall re-load the photo.
My apologies for troubling you, but it is rather difficult for me to accumulate so many technical procedures / entries (afterall, to my knowledge, Wikipedia is NOT AT ALL user friendly, and I'm only 70+ [probably the oldest volunteer in the Greek Wikipedia]) :) :) :) - I am therefore, ONLY focused on editing in the Greek Wikipedia.

@Aristo Class, hello! As I could understand, you wish to change the name of the files at Commons. If so, I don't think they should be deleted. All you have to do is to request rename of the files as explained on the link. Pick a good name and the rename reason and add the template on the file page as described there. Hope that helps. Here's our recent example on Russian Wikipedia that is blocked since February 2021, for disclosure of personal data and trolling (same as deny recognition), as evidence folllowed [2], [3]. It seems that blocking on Russian Wikipedia was enough to prevent further trouble. They are already blocked on that project. Three IPs in a row, and none of them seems to have any other interest than watching your talk page and attacking me. What's even more weird, first of the IPs is the one that you have blocked on 25 December, so I wonder how could he post anything at all on the 27th. The second IP is currently blocked in enwiki for being an open proxy, and his only edit there is a (partial) reversion of my edit.

Generally, it all reminds me of something. The same nonsense again, including very poor English and absolutely brilliant misinterpretation of so-called "cross-wiki spam" (which was about something that *I* had received and complained of, not about what I've ever done; they obviously haven't even read the talk page topic they are referring to). You know, there is an LTA who is obsessed with getting me globally locked, he had made several attempts during this year, all of them resulted in his own accounts and IPs being blocked instead, and some of his demands were simply reverted. @Mike Novikoff, yeah, I don’t see their request being fulfilled with that reasoning. I wanted to ask just to make sure that denying was the right thing. I believe that others may see requests like this and understand that there is no ground for locking. So, next time it happens, we won’t be so keen to listening. At least, I won’t unless there is a better explanation. @Alibek Attamonov, hello! You are probably referring to the global rollback flag, which is given to someone who has shown a sufficient number of edits on vandalism control in multiple projects, preferably in multiple languages, so others can tell that they know how to recognize vandalism in a foreign language and when not to revert in cases when there is no vandalism. As far as I know, there is not a fixed number, but when you create a discussion others will evaluate your participation and decide if the demonstrated experience is enough, if you are trusted, engaged with multiple languages and kinds of vandalism.
There is also the local rollback, which is almost the same flag, but you can use it in only one project, which is the one you will receive it. The local requirements vary, but that's pretty much the same spirit. I would suggest you to try it on a specific project, acquiring some more experience before requesting the global one. Simple Wikipedia, Reciprocal block: Violating the "one-strike" rule I have been blocked for this. My mother tongue is Bangla and I was banned from Bangla Wikipedia. The reason for the block is to add new Wikipedia entries while blocked. This happened I was new to Wikipedia and it happened without realizing it. On May 24, 2023, I was given the opportunity to unblock Bn Wikipedia. En-Simple Wikipedia Only blocks. I was trying to contribute according to the Wikipedia policy when I was given the opportunity to unblock the Bangla Wikipedia. I was blocked in English Wikipedia and wanted to tell the admin on the talk page that I made a mistake without realizing it, to give me a chance and contribute according to Wikipedia policy. Later got locked globally. Currently I am very experienced with Wikipedia. I hope nothing else goes wrong with Wikipedia. @Teles see my global account information, about the block. Now I feel successful about Wikipedia. Give me a chance by freeing me from global lock. Hi. Though week over here; sorry for the delay. You seem to have copied the reason provided by others for blocking you. That's what they said... but what about what you have to say? What is provided by others is not exactly what I am looking for. When checking the many attempts to be unblocked, one can see that you don't really address the issues that lead to the many blocks. Instead, you just repeatedly request to be unblocked with same reasoning. If you can tell local sysops why exactly you were blocked, they can assume that you are less likely to repeat the mistakes. Well, this is not a formal process as my talk page is not the best venue for that and I am not replying on behalf of Stewards. You are actually locally blocked in many projects, and also globally locked. You don't seem to understand why, even after many attempts to explain and also many block evasions.
